Latin American problems and their historical setting. The commentator for these

programs is Dr. C. Harvey Gardner research professor of history at Southern Illinois
[00:21 - 00:22]
University.

Here now is Dr. Gardner who told the truth at the
[00:27 - 00:31]
seaside resort in Oregon why it was August 961
[00:31 - 00:37]
representatives of the hemisphere were formulating the blueprint of ideas known as the
[00:37 - 00:42]
Alliance for Progress fashioning a 10 year program. President
[00:42 - 00:47]
John F. Kennedy's spokesman promised Latin America a better life.
[00:47 - 00:52]
Fidel Castro spokesman labeled the program a hoax.
[00:52 - 00:57]
Now six and a half years later two thirds of that decade of past. And the
[00:57 - 01:01]
question stands who at point adult s day was the prophet
[01:01 - 01:07]
who the prevaricator some answers are in the latest assessment
[01:07 - 01:12]
of the Alliance for Progress. William de Rogers book The Twilight
[01:12 - 01:17]
Struggle the Alliance for Progress and the politics of development in Latin

In all the years of 20th century presidential politics no
[01:26 - 01:31]
election in the United States has had a stronger focus on Latin America
[01:31 - 01:36]
than did that of nineteen sixty. Cuba and Fidel
[01:36 - 01:41]
Castro's revolution in that land guaranteed Latin America a prominent
[01:41 - 01:45]
place in the debates between Nixon and Kennedy in that year
[01:45 - 01:51]
and early in one thousand sixty one the military fiasco at the Bay of
[01:51 - 01:56]
Pigs planned in the twilight of ice and Howard's term and
[01:56 - 02:01]
executed in the spring time of Kennedy's presidency suggested that
[02:01 - 02:05]
Castro's Cuba was not about to fold up and disappear from our
[02:05 - 02:10]
agenda of pressing problems. The permanence of a
[02:10 - 02:15]
frankly anti US revolutionary regime in this hemisphere
[02:15 - 02:20]
forced our government to re-examine and restate
[02:20 - 02:24]
its basic policy toward Latin America.
[02:24 - 02:30]
That policy set forth at pointed LSJ counts. These
[02:30 - 02:35]
objectives for the Alliance for Progress. First link
[02:35 - 02:40]
a rapid rise in the income and standard of living of the
[02:40 - 02:45]
needy or sectors of the population with an end result of
[02:45 - 02:50]
more equitable distribution of national income. Secondly
[02:50 - 02:56]
the diversification of national economies or put another way may be
[02:56 - 03:00]
Douce dependence on a limited number of primary products.
[03:00 - 03:06]
Thirdly a rapid rate of industrialization.
[03:06 - 03:11]
Fourthly increased agricultural productivity story
[03:11 - 03:15]
transport and marketing making life on the land
[03:15 - 03:19]
more attractive. In the fifth place a
[03:19 - 03:24]
comprehensive agrarian reform which aimed at breaking up large land
[03:24 - 03:29]
holdings and increasing the number of land holders. Hopefully would bring prosperity
[03:29 - 03:33]
dignity and stability to the Latin American landscape
[03:33 - 03:39]
a sixth of the elimination of illiteracy with a sixth
[03:39 - 03:44]
grade education available to all seven for
[03:44 - 03:49]
improved health through water and sewage services planned for 70 percent of the
[03:49 - 03:54]
urban and 50 percent of the rural population. 8
[03:54 - 03:59]
expanded housing and public services. Ninth. The achievement of stable
[03:59 - 04:04]
price levels which in turn would stem inflation spark
[04:04 - 04:09]
saving and stimulate investment. And lastly
[04:09 - 04:14]
the establishment and operation of cooperative programs the
[04:14 - 04:19]
better to prevent the harmful effects of excessive fluctuations in foreign
[04:19 - 04:23]
exchange earnings derived from exports in the
[04:23 - 04:28]
aggregate. The social economic proposals in the Alliance for Progress
[04:28 - 04:33]
which also required a lot of political action represented a
[04:33 - 04:38]
planned program of controlled revolution if it
[04:38 - 04:43]
succeeded. The prospect of frustration and futility engendering Castro like
[04:43 - 04:48]
revolutions could be averted in other words.
[04:48 - 04:53]
Latin American conditions so required change that the future promised
[04:53 - 04:58]
one of two kinds of revolution. Either a controlled
[04:58 - 05:03]
capitalistic one consciously building on the past or an
[05:03 - 05:07]
uncontrolled communistic one dedicated to a well-nigh total
[05:07 - 05:12]
repudiation of the past. Viewing both the program and the
[05:12 - 05:17]
performance to date William Rogers writes History
[05:17 - 05:22]
demonstrates that foreign aid and foreign rhetoric cannot
[05:22 - 05:27]
provide the will to reform. If agricultural stagnation and land
[05:27 - 05:32]
hunger are more serious now than in 1051 and parent
[05:32 - 05:36]
Benteke leave let it be known such is the case. This is so because
[05:36 - 05:41]
Latin America with few national exceptions is not even now prepared to
[05:41 - 05:46]
come to grips with the iniquitous land system it inherited from its colonial past
[05:46 - 05:51]
or to place the emphasis on increased farm productivity so
[05:51 - 05:55]
publicly required. If it is to head off starvation in the years to come
[05:55 - 06:01]
the lesson of six years is now clear. This must come from
[06:01 - 06:06]
within the discouragement that attends life on the land
[06:06 - 06:11]
in Latin America helps to speed the peasants down the roads to the city
[06:11 - 06:16]
slum population there is presently growing at the rate of
[06:16 - 06:21]
15 percent each year over a million new houses are
[06:21 - 06:26]
needed annually. But at present Latin America is constructing only one
[06:26 - 06:31]
fifth of that number in terms of the population explosion
[06:31 - 06:37]
and the urban trend ground is lost every day in the
[06:37 - 06:41]
battle for decent housing. Consider another bright
[06:41 - 06:46]
hope of the alliance education the charter
[06:46 - 06:51]
pledged elementary school education for every child. By
[06:51 - 06:55]
1972 when the alliance began
[06:55 - 07:01]
approximately 40 percent of the population beyond the age of 15
[07:01 - 07:08]
was illiterate a percentage that has not been noticeably reduced.
[07:08 - 07:12]
Furthermore it should be remembered that education is not simply a
[07:12 - 07:17]
succession of the quantitative of percentages in school of
[07:17 - 07:22]
percentages that read much of it. If education is to help
[07:22 - 07:27]
restructure of Latin American Life must relate to quality and
[07:27 - 07:31]
quality of teacher training quality of curricula and supplies
[07:31 - 07:36]
quality of teaching methods and much else. On every
[07:36 - 07:41]
count qualitatively education in Latin America is an
[07:41 - 07:46]
impoverished thing. Half of all adult Brazilians
[07:46 - 07:51]
because they are illiterate are denied the right to vote.
[07:51 - 07:57]
Whether it be housing schools sewage systems or any of dozens of other things
[07:57 - 08:02]
needed to fashion the better life revenues are at the
[08:02 - 08:07]
root of the problem. This in turn means that Latin
[08:07 - 08:13]
American governments must divorce themselves from traditional outlooks.
[08:13 - 08:18]
Latin America always has relied heavily on direct taxes in part
[08:18 - 08:22]
because in direct ones such as income taxes require
[08:22 - 08:27]
trained personnel that the governments do not have.
[08:27 - 08:32]
Also the people of wealth selfishly avoiding anything like their
[08:32 - 08:36]
fair share of the tax load. You are opposed to income and
[08:36 - 08:41]
land taxes in Peru for example.
[08:41 - 08:46]
Less than 2 percent of the government revenue comes from income
[08:46 - 08:51]
taxes and absolutely no attempt is made to levy and collect
[08:51 - 08:55]
real estate taxes. The Latin-American will to
[08:55 - 09:00]
change has not come up with the revenues needed
[09:00 - 09:06]
to finance the change. Knowing that capital
[09:06 - 09:11]
investment comes from savings and saving is
[09:11 - 09:14]
encouraged when the value of a currency is stable
[09:14 - 09:20]
it goes without saying that today's galloping inflation sabotages the
[09:20 - 09:24]
prospect of tomorrow's better life in the early
[09:24 - 09:29]
1980s. Only five currencies in the entire
[09:29 - 09:34]
world were depreciating at average annual rates of more than 10
[09:34 - 09:38]
percent and all five were Latin American
[09:38 - 09:43]
in Argentina Bolivia Brazil Chile and I
[09:43 - 09:50]
consider the case of Brazil where the inflationary spiral has been so rapid
[09:50 - 09:55]
that saving cash or investing in fixed interest bearing securities
[09:55 - 10:00]
is for the foolhardy only. Instead the person with
[10:00 - 10:05]
money hurries to spend it on things that may not depreciate
[10:05 - 10:10]
rapidly refrigerators automobiles and the
[10:10 - 10:14]
like. But alas none of these purchases
[10:14 - 10:18]
promotes the long term economic development of Brazil.
[10:18 - 10:25]
The operation of the Alliance for Progress in strikingly underscores the truth
[10:25 - 10:30]
that the task of foreign policy has become something bigger
[10:30 - 10:36]
than the maintenance of reasonably friendly formal relations.
[10:36 - 10:41]
It also involves the use of the resources of the United States
[10:41 - 10:46]
presence abroad to help the process of change.
[10:46 - 10:51]
Yet the idea that development should occupy a prominent place in our
[10:51 - 10:56]
foreign policy. However implicit it is in the Alliance for Progress
[10:56 - 11:01]
is new to our Foreign Service and is resisted by many
[11:01 - 11:07]
foreign service officers. It follows then that even as
[11:07 - 11:12]
Latin American officials are called upon to develop new perspectives.
[11:12 - 11:17]
So it is with American officials. The alliance
[11:17 - 11:22]
Rogers concludes represents an attempt a
[11:22 - 11:27]
crude and primitive though it may be to coordinate the forces for
[11:27 - 11:32]
change. Its success has been limited to date but the
[11:32 - 11:37]
opportunity for success of this kind of program is greater in Latin
[11:37 - 11:41]
America than it is in other developing regions of the world
[11:41 - 11:47]
long independent Latin America does not suffer certain of the
[11:47 - 11:52]
psychological ills that plague the newly independent areas of Africa and Asia.
[11:52 - 11:58]
Its resource population ratio is much more favorable than that of
[11:58 - 12:03]
crowded Southeast Asia. Its stock of trained personnel is higher
[12:03 - 12:08]
and its industrialization further advanced by all odds
[12:08 - 12:13]
Rogers declares. If we can be a party to a conscious
[12:13 - 12:18]
effort to create another group of modern viable nations it
[12:18 - 12:22]
will take place in Latin America.
[12:22 - 12:28]
In 1062 President Kennedy his mind on Latin
[12:28 - 12:33]
America spoke of the long twilight struggle for
[12:33 - 12:38]
freedom. Is this the twilight that ends in the
[12:38 - 12:43]
blackness of night in despair and revolution.
[12:43 - 12:47]
Or is it the twilight before the dawning of the day that
[12:47 - 12:52]
brings the better life. At one time deputy U.S.
[12:52 - 12:56]
coordinator of the Alliance for Progress William de Rogers
[12:56 - 13:02]
faces the fact his body of the twilight struggle
[13:02 - 13:06]
