Most people who go to India stay for a short time feel a certain
[00:44 - 00:49]
ambivalence about it. Note its beauty. Note its poverty. I wonder if it's
[00:49 - 00:53]
coming out of its problems and then leave. But when a man elects to
[00:53 - 00:58]
spend a number of years there as such is a person who is our guest on this program. You realize that
[00:58 - 01:03]
he has developed knowledge information and the kind of insight which would benefit us
[01:03 - 01:08]
all because India according to him is most important to the United States and we should never
[01:08 - 01:13]
forget that fact. Why I believe he will explain to you as we go along.
[01:13 - 01:18]
Our guest is John Lewis who has lived about six years in India in
[01:18 - 01:23]
recent times and who is dean of the Woodrow Wilson School of Public and
[01:23 - 01:28]
International Affairs at Princeton University before coming to
[01:28 - 01:32]
Princeton which was in about a year ago. 969
[01:32 - 01:38]
He served as minister director of our governments a id mission to
[01:38 - 01:42]
India India as you know is a tremendous country its
[01:42 - 01:47]
border with China for example is about 2000 miles its population is almost
[01:47 - 01:51]
550 million. And so since it's such a tremendous
[01:51 - 01:56]
proposition the subcontinent How does one begin to know India.
[01:56 - 02:01]
GRAHAM I think that there's a common saying among those who have spent some
[02:01 - 02:06]
Westerners who spent some time living and working there that after a short
[02:06 - 02:11]
period you were you were you understand better and better which may end after two or
[02:11 - 02:15]
three or six months you're going downhill the rest of the time it gets more and more
[02:15 - 02:20]
complicated in some senses and comprehensible. But I think that.
[02:20 - 02:27]
One way to think about it and yeah it is an enormous country it is almost more
[02:27 - 02:31]
than a country in many ways I think of it as a comparable to all of Western Europe. But
[02:31 - 02:36]
together it's somewhat larger in population. The now 18
[02:36 - 02:41]
states of India by the same numbers Europe as countries their
[02:41 - 02:45]
populations are roughly similar in size. There is as much
[02:45 - 02:50]
diversity of culture of religion in the language and as little history really of
[02:50 - 02:54]
being bound together in any integrated nation state
[02:54 - 03:00]
so that it's a very complex undertaking to maintain this union and
[03:00 - 03:02]
also to achieve some economic progress.
[03:02 - 03:07]
Well many people feel that we Americans underestimate the
[03:07 - 03:12]
importance of India that we should realize its significance because it is
[03:12 - 03:16]
the only Asian country attempting to come out of whatever
[03:16 - 03:21]
problems it has through a constitutional democratic
[03:21 - 03:25]
method. Is that the main reason for simpletons.
[03:25 - 03:29]
Well I think that the perhaps the greatest reason of course of course of all is
[03:29 - 03:34]
simply size sheer size here you have an awful lot of people 550 million
[03:34 - 03:39]
people more than all the people of Latin America Africa put together
[03:39 - 03:44]
and in some sense that in itself is a very very
[03:44 - 03:48]
consequential thing and one that a people like our own the Americans
[03:48 - 03:53]
almost by definition have an interest in but I also quite agree with you that the
[03:53 - 03:58]
unusual character of the process by which the unions are trying to develop to
[03:58 - 04:03]
improve their economic lives and improve their and transform their social and
[04:03 - 04:08]
political ad a constitutional democratic process is you know
[04:08 - 04:12]
something that we have it can be expected to root for. This is the only.
[04:12 - 04:18]
Rich to the only country certainly the only country of any large size that
[04:18 - 04:23]
has stuck rather meticulously to a constitutional means of doing business for now more than
[04:23 - 04:24]
20 years.
[04:24 - 04:28]
I don't know if it's fair to ask you to do any comparisons between India and China
[04:28 - 04:33]
two giant nations both with huge populations each in a different
[04:33 - 04:37]
ideological way trying to come into the
[04:37 - 04:42]
970 Well I shouldn't try very grand
[04:42 - 04:47]
very long making these comparisons because I don't know very much about China the fact is of course that very
[04:47 - 04:50]
few Americans at this point can really say they do.
[04:50 - 04:55]
Our data and China are not very good but I think it is clear that these are the
[04:55 - 04:59]
two largest countries. They start out both in a very poor condition
[04:59 - 05:05]
very dissatisfied of that poverty determined to develop economically and as
[05:05 - 05:10]
you say they have chosen very different approaches different methods of
[05:10 - 05:15]
development. I remember years and years ago of reading I guess a Joe Alsop
[05:15 - 05:18]
column written from Hong Kong where he was.
[05:18 - 05:25]
Looking at China through the eyes of the Hong Kong China watchers and
[05:25 - 05:29]
one phrase in his column was for the next 20 years he said don't watch the agony too much the
[05:29 - 05:34]
Chinese are deliberately forming capital out of human misery. They are
[05:34 - 05:39]
using. Obviously a highly disciplined and
[05:39 - 05:43]
austere approach to things. For some time I looked as though our democracy not only
[05:43 - 05:48]
couldn't do it that way the Indian democracy couldn't do it that way but that this forced
[05:48 - 05:53]
draft austere technique of the Chinese would be bound to go
[05:53 - 05:58]
ahead faster and achieve greater success in a given period I think rather than the
[05:58 - 06:03]
60s are over only look at all the turmoil in China and look at the sketchy data we do have is by
[06:03 - 06:07]
no means clear that the Chinese are farther ahead overall
[06:07 - 06:12]
economically and it seems to me quite clear that there meanwhile has been a lot more agony and that in
[06:12 - 06:16]
India there has been a much more much more continuity and sort of
[06:16 - 06:19]
evolutionary order.
[06:19 - 06:23]
I couldn't tell from reading that paper which you give me called Wanted in India
[06:23 - 06:28]
revelent irrelevant so irrelevant radicalism. Aware that you were
[06:28 - 06:33]
more optimistic almost pessimistic about India's future. You seem to have a bit of both in your
[06:33 - 06:36]
attitude. You're quite right.
[06:36 - 06:40]
People who have been doing business with about India particularly some of my former colleagues in the
[06:40 - 06:45]
U.S. government I suppose have me and some other people like former ambassador Bowles
[06:45 - 06:50]
Peck pegged as optimist we do see the positive side of the Indian
[06:50 - 06:55]
experiment we think there are many many things to be encouraged about and I certainly think that India
[06:55 - 06:59]
is press for the past decade or so has been very unfortunate they are
[06:59 - 07:04]
lousy at their public relations and they always somehow manage to get the wrong foot
[07:04 - 07:09]
forward and just in public relations terms. I think that there is a tremendous potential
[07:09 - 07:14]
now for exhiliration India a tremendously happy and exciting thing
[07:14 - 07:19]
although it's by no means complete has has begun to happen there in the last five years has been a
[07:19 - 07:24]
really striking breakthrough in agricultural performance you may want to talk more about that.
[07:24 - 07:29]
This however opens up the opportunity for considerably faster growth
[07:29 - 07:34]
in the economy and I think considerably greater dividends for the people who
[07:34 - 07:39]
have been at the tag end of things the very poor people in the Indian system. And that sense I'm
[07:39 - 07:43]
very optimistic I think there's no question that it India now has the
[07:43 - 07:48]
administrative and if you will physical resources to make it in a fairly
[07:48 - 07:53]
satisfying way or I am pessimistic about is whether the financial resources necessary for
[07:53 - 07:58]
this are going to be assembled. It's difficult to assemble the internal resources to do enough
[07:58 - 08:03]
taxing of the right people and particularly attacks some of the more successful farmers
[08:03 - 08:07]
now Indian farmers are hard attached like farmers the world over. It's even more difficult for
[08:07 - 08:12]
me to see where than the minimal necessary external resources are coming from
[08:12 - 08:17]
in a period when unhappily foreign aid is heading downhill on our tolerance
[08:17 - 08:22]
and acceptance of foreign aid at least in the United States is heading downhill at the very time when
[08:22 - 08:27]
India's case for deserving it and knowing how to use it has been going uphill.
[08:27 - 08:32]
Well if we talk about that agricultural breakthrough in spite of the fact that from
[08:32 - 08:36]
65 to 67 there were two very bad drought years in India. Still
[08:36 - 08:41]
there is the breakthrough I think you call it another school the green revolution that consists
[08:41 - 08:46]
mostly of having a better more durable wheat and rice crops is that
[08:46 - 08:47]
the idea.
[08:47 - 08:52]
Well yes it did features wheat and rice. It is really I think a package of a
[08:52 - 08:57]
whole set of things. And you know agriculture had not been a total
[08:57 - 09:02]
failure by any means for say the previous 15 years up until was two back to back droughts that you
[09:02 - 09:07]
mentioned which were of course a major national disaster there hadn't been such back to back droughts.
[09:07 - 09:12]
In all of their recorded meteorological history but in the preceding 15 years they
[09:12 - 09:17]
made progress at the slow rate but they've been going ahead
[09:17 - 09:22]
and they they had been working rather hard at it in terms of policy although they had
[09:22 - 09:27]
not rated I think I grew a culture with as high a priority as they came to see that they needed to
[09:27 - 09:32]
do. But what came along there after as I say was a package of things for one thing an
[09:32 - 09:36]
essential were some breakthroughs in technology and notably the development of new
[09:36 - 09:41]
varieties of wheat rice of some of the militant did
[09:41 - 09:46]
most of the of the plant so that the food grain spectrum. It
[09:46 - 09:50]
happened came forward with a new much better varieties and
[09:50 - 09:56]
outsiders especially Americans especially the Rockefeller Foundation supported their
[09:56 - 10:01]
activities in Mexico and in Los Banias and the Philippines had a
[10:01 - 10:06]
great deal to do with with this technological breakthrough.
[10:06 - 10:11]
Although I might say the Indians had a lot to do themselves with taking ahold of
[10:11 - 10:15]
these things and beginning to adapt them to Indian conditions in developing a more effective a
[10:15 - 10:19]
applied plant breeding and other agricultural research.
[10:19 - 10:25]
Establishment OK that's one thing the technology where they go with the technology. You
[10:25 - 10:30]
have to make some assumptions about how farmers are going to react to
[10:30 - 10:35]
technology what motivates them. And the Indians changing their tune in the middle 60s decided
[10:35 - 10:40]
that they would assume that these subsistence farmers would indeed respond the economic
[10:40 - 10:44]
incentives. If they could get reliable ones and so they went for
[10:44 - 10:50]
the guarantee of higher prices for farmers and previously had been.
[10:50 - 10:55]
Available and when they had to supply the necessary
[10:55 - 11:00]
inputs they go with the plants with the seeds.
[11:00 - 11:04]
That is to say fertilizer and to provide assured water supply. And these three
[11:04 - 11:09]
things. Are. Activated by the incentives
[11:09 - 11:14]
really have caused a rather striking rate of progress already
[11:14 - 11:19]
in wheat and and to a considerable degree with better
[11:19 - 11:22]
performance I think on the horizon and rise.
[11:22 - 11:27]
Would you say then that the pangas who predicted to be a famine in India
[11:27 - 11:32]
by 1975 that India at this point will be able
[11:32 - 11:34]
to feed herself.
[11:34 - 11:39]
Yeah I think Rice out there that's rather clear I think that the people there was a very strange episode.
[11:39 - 11:45]
When the two droughts hit back to back and they course are very scary
[11:45 - 11:50]
things they're very consequential things as far as the United States is concerned in terms of the
[11:50 - 11:54]
claims they put on our surplus food on our appeal for any program.
[11:54 - 11:59]
We had already been supplying the union six million tons of food grains a year and suddenly the requirement up
[11:59 - 12:04]
to a minimum of 10 million tons and naturally many people in government and many
[12:04 - 12:09]
by standing him servers got scared. But it was rather curious I think that so
[12:09 - 12:14]
many earnest social scientists took a two year
[12:14 - 12:18]
phenomena that as I say was the had no precedent historically
[12:18 - 12:23]
meteorologically and extrapolated from that to assume that this is not
[12:23 - 12:27]
only India but for much of the rest of the developing world was a first step of a
[12:27 - 12:33]
just a slippery slope down to disaster. There would be worldwide famine in
[12:33 - 12:37]
1975. I think that the performance in India clearly
[12:37 - 12:42]
indicates that culture production can go up from 45 percent a
[12:42 - 12:47]
year. The food supply that's faster than population is presently growing.
[12:47 - 12:52]
I think the unions can come to feed themselves sometime in the middle 70s and so in that
[12:52 - 12:56]
sense the disaster panic aspect of the agricultural
[12:56 - 13:01]
problem I think has its faults or we can see that it doesn't need to be that way. This is not
[13:01 - 13:06]
to say that that it's not important to check population growth
[13:06 - 13:11]
phatic Leah's it's about I think a great shame however that so much of our case
[13:11 - 13:16]
about the population problem in developing countries like India was in the
[13:16 - 13:21]
panic about the Indian droughts of 65 66 and 66 67 tied
[13:21 - 13:26]
so tightly to the food supply issue result is now if people believe what
[13:26 - 13:30]
they hear about the green revolution I think they should. They will also tend to relax about the
[13:30 - 13:31]
population.
[13:31 - 13:36]
Yes that would be unfortunate. There should not be neglected
[13:36 - 13:42]
people around that time. What I've heard people say this microphone that
[13:42 - 13:47]
India's plight was so desperate that there was no point in sending any foreign aid because it was
[13:47 - 13:49]
water going down the drain.
[13:49 - 13:53]
Well of course a very hard hearted way to look at it now that this is
[13:53 - 13:58]
what's the this was the period for instance of that book you mention famine nine hundred
[13:58 - 14:03]
seventy five India it was argued as one of those basket cases that we might just as well
[14:03 - 14:09]
save your money. Well now I would be expected to be to have a different view
[14:09 - 14:13]
after I was for five years in the business of trying to help pass out foreign aid
[14:13 - 14:19]
and justify it back in Washington but I do totally reject this view I think
[14:19 - 14:24]
that probably at present. It may well be that India is
[14:24 - 14:29]
about the most efficient user of foreign assistance of any recipient we have.
[14:29 - 14:34]
I would say on two grounds first buys the dyad of aid that we have given the
[14:34 - 14:39]
Indian we including ourselves along with all the rest of the aid donors and so solve the so-called
[14:39 - 14:43]
consortium of Aidan's is a leaner. Than almost any other significant case
[14:43 - 14:48]
received simply because India is big and because we still think of aid programs as going
[14:48 - 14:53]
country by country so that Liberia with five or seven hundred thousand population has an aid
[14:53 - 14:58]
program. India with 550 may also has an aid program and we don't really put the thing on
[14:58 - 15:03]
per capita basis. Consequently when you figure out what we are supplying per capita even though
[15:03 - 15:07]
we're very serious about the Indian program in absolute terms it's large it's a very
[15:07 - 15:12]
very lean in but and at the margin therefore it's use has to be calculated very
[15:12 - 15:16]
carefully. The other thing that makes the unions efficient and I think.
[15:16 - 15:22]
Affective uses of aid now are the policy changes that they made in the late
[15:22 - 15:27]
60s. The most important or most conspicuous sat were these that are involved in
[15:27 - 15:32]
agriculture where it took public policy deliberate planned changes in policy
[15:32 - 15:37]
to get this thing agriculture going. But there are also some very sensible changes with respect to their
[15:37 - 15:41]
import regime with respect to their exchange rate and with other ways
[15:41 - 15:46]
of promoting industrialization. So right now I think the Indians are probably
[15:46 - 15:51]
about as sensible a set of performance performers. At least in
[15:51 - 15:55]
relative terms as as we.
[15:55 - 15:59]
We can turn to has been developing in India. This
[15:59 - 16:04]
principle is according to what I've read of self-reliance. Doesn't
[16:04 - 16:09]
Madame Indira Gandhi feel that Indians should believe in
[16:09 - 16:12]
themselves work for themselves and not look to foreign aid too much.
[16:12 - 16:14]
Indeed they do.
[16:14 - 16:19]
This is been coming on very strong I think it's probably true to say that any
[16:19 - 16:23]
Indian politician who wants to stand up any day in parliament and then
[16:23 - 16:28]
foreign aid and say let's cut it off completely would get a pretty strong ovation.
[16:28 - 16:33]
Foreign aid is not popular and self-reliance has become exceedingly popular. The unions are very proud
[16:33 - 16:38]
people. They don't take kindly to having their arms twisted even in good
[16:38 - 16:43]
causes even sort of for their own best interest. And of
[16:43 - 16:48]
course in many ways these are attitudes that are exactly the ones that we seek to promote
[16:48 - 16:53]
with our aid programs we are most familiar set of slogan or in this most
[16:53 - 16:57]
familiar slogan we have and the program is self-help. This John Kennedy was one of the first
[16:57 - 17:02]
to push this all through the 60s and still today. This is a theme we want people
[17:02 - 17:07]
to help themselves and become more self-reliant. The only catch in the Indian case is that
[17:07 - 17:13]
you know the the. The. Maybe the
[17:13 - 17:17]
country is getting an appetite for self-reliance just a little bit ahead of the time when it's most
[17:17 - 17:22]
realistic in terms of the rates of
[17:22 - 17:27]
progress and the inputs of capital seem to be needed which would be the
[17:27 - 17:32]
greater problem in this instance the fact that the Indian people are proud
[17:32 - 17:36]
and don't want to take too much help or the fact that we and others don't want to give them too
[17:36 - 17:41]
much if they haven't got the money. We say Yeah I don't know I guess that if I had
[17:41 - 17:47]
to ask for. From having to solve one problem and see if the other
[17:47 - 17:52]
could be taken care of. I would like to see the attitude of the US Congress toward
[17:52 - 17:58]
a somewhat more abundant attitude toward foreign aid to improve. I think that the
[17:58 - 18:02]
chances are the Indians either might not always do it with the greatest Grace do know enough to use
[18:02 - 18:07]
more assistance for a time without if you will getting hooked that it's true
[18:07 - 18:12]
what you say about the public relations of India or the image they have presented
[18:12 - 18:14]
to the rest of the world its most accurate.
[18:14 - 18:19]
You hear that Indian people are difficult to get along with. Yet all of the Indian people I must
[18:19 - 18:24]
say I'm not great many let's say a dozen that I've met have all been so affable and
[18:24 - 18:29]
charming and warm hearted. They don't at all behave like their national image. Why
[18:29 - 18:32]
do they do this. It's almost schizophrenia.
[18:32 - 18:36]
Well of course I say one obvious thing which is that there are an awful lot of
[18:36 - 18:41]
Indians and types of Indians and you can just like there are Americans and you can get almost any set of
[18:41 - 18:46]
ornery or terribly ingratiating ones if you if you happen to draw it that way. But I
[18:46 - 18:51]
agree with you I find them as a as a people terribly affable good sense of humor a
[18:51 - 18:56]
lot of fun and I find it is easy to make friends with and use Indians as any group I've known.
[18:56 - 19:01]
I think part of this prickliness that comes through is accidental that it's
[19:01 - 19:06]
partly our images because they happen to have a particular guy named Mr Bush. The men here are
[19:06 - 19:11]
very conspicuously in the UN delegation for a long time. It's partly more
[19:11 - 19:16]
reason they because for rather arcane diplomatic reasons they have to do with their relations
[19:16 - 19:21]
to Pakistan. India feels it has to almost out Arab the Arabs visit V
[19:21 - 19:26]
Israel in order to produce prove its credentials as somebody who can get along with Muslim countries.
[19:26 - 19:31]
And this naturally irritated has irritated many Americans particularly since the
[19:31 - 19:36]
Six Day War. So there's some accidental factors but I think beyond that.
[19:36 - 19:41]
Part of the prickliness is the inherent problem of a democracy. Democracies tend to
[19:41 - 19:46]
be very proud there have to be accountable through parliaments to their own people and this includes
[19:46 - 19:51]
people in parliament in the Congress in the case of the United States in the 19th century
[19:51 - 19:56]
who are flag wavers who are very proud and and self-reliant and we're going to
[19:56 - 20:01]
take any. Anything from any foreigners you know. And I think
[20:01 - 20:05]
that if you think about the prickliness of the young American
[20:05 - 20:10]
republic in the 19th century and they had rather bad manners in many times in his diplomacy
[20:10 - 20:15]
something of the same applies to the young genuinely democratic Indian
[20:15 - 20:15]
republic.
[20:15 - 20:21]
Yes if you are growing you don't have time I suppose to be polite.
[20:21 - 20:26]
Still they are essentially good qualities and I personally attest to that in my limited
[20:26 - 20:31]
experience and you have much broader experience and you say the same thing. Mr. Lewis
[20:31 - 20:36]
Madam Gandhi's name of course is magic in India and she as a symbol
[20:36 - 20:41]
of her father in a way holds indeed together. I suppose very
[20:41 - 20:46]
well could the problems mom so seriously that she would find herself
[20:46 - 20:48]
being swept aside.
[20:48 - 20:49]
Oh yes.
[20:49 - 20:54]
Mrs. Gandhi could be swept aside if you know if her party the new
[20:54 - 20:59]
Congress lost the 1972 election and which is the next time that a
[20:59 - 21:04]
five year election is scheduled to come up she could call one sooner of the parliamentary system.
[21:04 - 21:09]
But if you ask her party didn't she or she was unable to form a coalition around her
[21:09 - 21:14]
party of sufficient strength to govern and she be out. It is true that Mrs
[21:14 - 21:19]
Gandhi has a certain unique position because she is her father's daughter she is
[21:19 - 21:23]
the most national of the present Indian leaders and there seems to be really no
[21:23 - 21:28]
very close alternative tour as a prime minister I might say that
[21:28 - 21:33]
was not the case when she came out in 1966 it was a quite a surprise to a number of
[21:33 - 21:38]
people that she did turn out as a compromise candidate for prime minister. I
[21:38 - 21:42]
think that you know India's been through a succession of crises in the past
[21:42 - 21:47]
decade. The first one was much the most serious one and
[21:47 - 21:52]
then and then two years Shastri then it was it turned out to be a much less stressful
[21:52 - 21:57]
thing. If for any reason Mrs. Gandhi who has great political skills should
[21:57 - 22:03]
something happen to ride we should not expect that the Indian system will fall apart. In fact I
[22:03 - 22:07]
think they're one of the tendencies of Westerners is to assume that it's just the merger
[22:07 - 22:12]
always always on this I think isn't so I think there was some kind of chemical change that
[22:12 - 22:17]
occurred when union was formed in 1947. And you now
[22:17 - 22:22]
have a real sense of emptiness in the system with all of the diversity and one thing you can get agreement on are an
[22:22 - 22:26]
overwhelming consensus that any time is in any one part of that 18 Part
[22:26 - 22:31]
peace should not leave the Union. It shouldn't be allowed to opt out. There's
[22:31 - 22:36]
a re strong. Physical force and you disciplined namely the Indian army and one thing
[22:36 - 22:41]
that could always be done would be to deploy that army to keep any one or two parts from
[22:41 - 22:46]
opting out so I think in almost a mechanical sense you can expect India is indeed going to hold
[22:46 - 22:49]
together and retain its national integrity.
[22:49 - 22:53]
Final question Mr. Lewis. Returning to our original question and your
[22:53 - 22:58]
ambivalence about the good in the battle the hope and the gloom. More on the hopeful
[22:58 - 23:00]
side more on the positive side.
[23:00 - 23:08]
I usually wind up sounding that way and I think that is that's really that's incorrect.
[23:08 - 23:11]
It is I do have.
[23:11 - 23:15]
I think good reason to be basically hopeful about the
[23:15 - 23:21]
vitality as a culture and I think as an economist I have
[23:21 - 23:26]
the basis to be quite hopeful about the progress of this despite
[23:26 - 23:30]
administrative invasions is one of the Indian economic system.
[23:30 - 23:35]
And as I've indicated of the political manner in which they're
[23:35 - 23:40]
trying to carry their transformation I'm pretty high on the place and country
[23:40 - 23:45]
especially when it attempts to fulfill its promises to its people on a
[23:45 - 23:50]
democratic basis. I thank you very much for being here. Say that our guest on this
